    Completing university in a growing sector: is equity an issue?

    EXECUTIVE SUMMARY Background This report details the findings from a research project funded by the National Centre for Student Equity in Higher Education (NCSEHE) that explores new data tracking student cohorts through the higher education system – from commencement to completion. In a time of rapid growth in the Australian higher education system, resulting in expanded opportunities for students from disadvantaged backgrounds, it is critical to understand which characteristics are linked to a lower likelihood of completion, in order to target retention policies for ‘at-risk’ groups at the national and institutional levels. Approach The report uses data from the Higher Education Student Collection, and a cohort-tracking approach developed by the Commonwealth Department of Education and Training. This administrative database has linked an individual student identifier – the Commonwealth Higher Education Student Support Number (CHESSN) – to the enrolment of each domestic bachelor student from 2005 onwards. The CHESSN enables research to track the pathways of students within and between courses and institutions. The analyses focus on the completion outcomes of a student cohort that commenced in 2005 and was tracked for a period of nine years, up to 2013. The outcomes of this cohort are compared with other cohorts of students, tracked over a shorter period of time in order to validate findings. The analysis is supplemented by data about students’ experience and engagement from the 2013 University Experience Survey. National-Level Completion Rates Nearly three-quarters (73.6 per cent) of domestic bachelor students commencing in 2005 had completed a degree by 2013. Nationally, lower completion rates were evident for students with lower Australian Tertiary Admission Ranks (ATAR) (especially below 60), and those who commenced their enrolments as part-time students, external students, in the fields of Information Technology and Agriculture and Environmental Studies, and at the Regional Universities Network, as well as commencers aged 25 and over, and male students. While ATAR is a predictor of the likelihood of completing university, only approximately 40 per cent of commencing students have an ATAR recorded in the cohort-tracking datasets. Because this measure only applies to a minority of students, retention policies might better focus on other factors. Low-Socioeconomic-Status Students Approximately 69 per cent of students from low-SES backgrounds completed a degree, compared with 78 per cent of students from high-SES backgrounds. Low- SES students were more likely than other students to drop out within the first two years of study or to still be enrolled without completion nine years after commencement. Non-Metropolitan Students Students in metropolitan areas were more likely to complete a degree than those from regional areas and those from remote areas (approximately 75 per cent, 70 per cent and 60 per cent completion respectively). Indigenous Students The differences between the outcomes of Indigenous and non-Indigenous students are substantial. Indigenous students had a completion rate of around 47 per cent (non-Indigenous students had a rate of 74 per cent). More than one in five Indigenous students in this cohort had dropped out of university before their second year and another quarter had dropped out at some other stage in the nine-year period. The Compounding Effects of Belonging to Multiple At-Risk Groups Many students belong to multiple equity groups (low-SES, non-metropolitan or Indigenous students). Students in equity groups are also more likely than average to have other demographic or enrolment characteristics that are associated with lower completion rates, such as studying part-time or externally, or having a low ATAR. The influence of each individual variable on completion is exaggerated by the introduction of other variables. When analysed by SES, age and type of attendance, completion rates of students become lower the more of the ‘at-risk’ groups to which a student belongs. Similarly, when examined by region, age and type of attendance all three of these variables compound to influence the likelihood of completion. The particular analyses in this report highlight this dimension of completion that has not previously been able to be tracked across such a large cohort of students. The analyses also demonstrate the potential for further exploration of higher education completion at an even finer level of detail to enhance understanding of factors impacting retention and outcomes. Reasons for Attrition To explore whether students with a lower likelihood of completion are more likely to be disengaged with their university or have more negative experience than others, data from the 2013 University Experience Survey (UES) have been analysed. No meaningful differences were found between equity groups and other students across a range of UES scales relating to student engagement, access to resources and experience of quality of teaching. There were, however, notable differences between equity groups and other students in the rates and reasons given for considering leaving university before graduation. The reasons noted more commonly by equity-group students than other students revolve around finance, family obligations and core issues relating to ‘getting by’, whereas the issues noted more commonly among advantaged students than equity-group students centre around issues of ‘choice’ and lifestyle. Of all the data from the UES analyses in this report, this finding is perhaps the most insightful for identifying the different pressures on university students. This analysis highlights the areas in which students from equity groups stand out from their peers when it comes to engagement and retention and offers areas of focus for institutions interested in increasing retention among particular groups. Future Research The analyses of this report could be extended to allow for both a broader picture (tracking post university outcomes for equity-group students) and for a finer grain (using data from small subgroups). Further research could explore the graduate outcomes of specific groups of students with low completion rates, as identified in this report. The benefits of university completion for the general graduate population have been repeatedly demonstrated through the Graduate Destination Survey, the Graduate Pathways Survey and the Beyond Graduation Survey. Drawing on this range of data would highlight the difference that a university qualification can offer to disadvantaged students. Preliminary analysis carried out for this project suggests there are few differences in post-completion employment and salary outcomes between equity-group students and others. That is, for students from equity groups, disadvantage is erased by university completion. Further work is also needed to facilitate more-detailed analyses of the data of smaller groups – such as Indigenous students, remote students and students who are affected by multiple compounding factors – without compromising accuracy or confidentiality. Future work must balance the sensitivities involved with the potential policy importance of building this knowledge. Further research could inform targeted interventions to most effectively increase university completion rates

    The Role of Transportation in Campus Emergency Planning, MTI Report 08-06

    In 2005, Hurricane Katrina created the greatest natural disaster in American history. The states of Louisiana, Mississippi and Alabama sustained significant damage, including 31 colleges and universities. Other institutions of higher education, most notably Louisiana State University (LSU), became resources to the disaster area. This is just one of the many examples of disaster impacts on institutions of higher education. The Federal Department of Homeland Security, under Homeland Security Presidential Directive–5, requires all public agencies that want to receive federal preparedness assistance to comply with the National Incident Management System (NIMS), which includes the creation of an Emergency Operations Plan (EOP). Universities, which may be victims or resources during disasters, must write NIMS–compliant emergency plans. While most university emergency plans address public safety and logistics management, few adequately address the transportation aspects of disaster response and recovery. This MTI report describes the value of integrating transportation infrastructure into the campus emergency plan, including planning for helicopter operations. It offers a list of materials that can be used to educate and inform campus leadership on campus emergency impacts, including books about the Katrina response by LSU and Tulane Hospital, contained in the report´s bibliography. It provides a complete set of Emergency Operations Plan checklists and organization charts updated to acknowledge lessons learned from Katrina, 9/11 and other wide–scale emergencies. Campus emergency planners can quickly update their existing emergency management documents by integrating selected annexes and elements, or create new NIMS–compliant plans by adapting the complete set of annexes to their university´s structures

    Great East Japan Earthquake, JR East Mitigation Successes, and Lessons for California High-Speed Rail, MTI Report 12-37

    California and Japan both experience frequent seismic activity, which is often damaging to infrastructure. Seismologists have developed systems for detecting and analyzing earthquakes in real-time. JR East has developed systems to mitigate the damage to their facilities and personnel, including an early earthquake detection system, retrofitting of existing facilities for seismic safety, development of more seismically resistant designs for new facilities, and earthquake response training and exercises for staff members. These systems demonstrated their value in the Great East Japan Earthquake of 2011 and have been further developed based on that experience. Researchers in California are developing an earthquake early warning system for the state, and the private sector has seismic sensors in place. These technologies could contribute to the safety of the California High-Speed Rail Authority’s developing system, which could emulate the best practices demonstrated in Japan in the construction of the Los Angeles-to-San Jose segment

    Men’s Perinatal Mental Health in the Transition to Fatherhood

    While fathers have come to be more involved with their partners and infants throughout the perinatal period, recent research has shown that roughly 10% of new dads experience mental health difficulties including depression and anxiety. Unfortunately, few psychologists receive focused training regarding conceptualizing, assessing, or treating common men’s issues in the period spanning from conception through a year post-partum. Because men tend not to seek mental health services during this period, the lack of scholarly attention to this vulnerable group reflects a commonly overlooked public mental health disparity. This article provides an overview of the key factors which research and theory suggest inform new fatherhood, along with an in-depth look at paternal postpartum depression. Implications for further practice and research are discussed. Specifically, the authors review psychosocial factors including masculine socialization, self-efficacy, social support, involvement with babies, and paternal postpartum mood and anxiety disorders. Finally, implications for research and practice are discussed

    Transportation Security After 9/11 On November 13, 2013, Dr. Frances Edwards and Daniel Goodrich gave a talk titled “Transportation Security After 9/11” as part of the University Scholar Series hosted by Provost Ellen Junn at the Dr. Martin Luther King, Jr. Library. Dr. Frances L. Edwards is Deputy Director of the National Transportation Security Center at Mineta Transportation Institute, professor of political science, and director of the MPA program at SJSU. Dan Goodrich is a Research Associate with Mineta Transportation Institute at SJSU, and a lecturer in the MSTM and MPA programs. Together, they have authored the textbook Introduction to Transportation Security.     Emergency Management Training for Transportation Agencies

    State transportation agencies have a variety of responsibilities related to emergency management. Field personnel manage events--from day-to-day emergencies to disasters--using the Incident Command System (ICS) as their organizational basis. At the headquarters level, the Emergency Operations Center (EOC) coordinates the use of resources across the department and its districts, with other state departments and agencies, and through the federal Emergency Support Function 1. District-level EOCs coordinate with the department. In extreme events, the transportation department may only be able to deliver limited essential services in austere conditions, so a continuity of operations/ continuity of government plan (COOP/COG) is essential. This research applied the principles of andragogy to deliver ICS field level training, EOC training and COOP/COG training to state transportation agency’s staff in all districts and at headquarters. The data supports the need for adult-oriented methods in emergency management training

    Regenerating the academic workforce: the careers, intentions and motivations of higher degree research students in Australia

    Abstract The main findings of this report are based on the outcomes from the National Research Student Survey (NRSS) conducted in June 2010 across 38 of the 39 universities in Australia. In total 11,710 Higher Degree by Research students (those enrolled in PhD and masters by research degrees, also referred to simply as ‘research students’ in this report) responded to the NRSS, providing a 25.5 per cent response rate across the country. These response numbers represent the largest collection of survey responses from research students ever undertaken in Australia. The report primarily explores the career intentions and motivations of these students. It provides particular emphasis on the interests of Higher Degree by Research (HDR) students (referred to in this report as ‘research students’) in following an academic career on completion of their degree and the support they have received in terms of preparation for university teaching during their candidature. In the context of growing student enrolments and the large numbers of predicted retirements associated with an ageing academic workforce there is a need to examine the career intentions of research students. This report explores the extent to which the current cohort of research students may be a source of replenishment for the academic profession in the context of an ageing academic workforce. It is important to remember that the traditional notion of an academic being someone who has made a linear transition from school to university, to a HDR and on to academia is outdated. Research students come to the HDR from a diverse variety of professional backgrounds and have equally diverse aspirations for their careers after gaining their qualification. Some research students m y already be working in universities in an academic capacity. Many intend to use their research degree as a springboard to a career outside of the university sector. Others undertake a research degree out of interest in the subject matter and simply for the pleasure of studying at an advanced level. Nevertheless, those research students who aspire to an academic career do represent an important source of future academics. The findings of this report raise a number of crucial issues relating to the research degree in Australian universities, the career aspirations of research students and potential issues for the future of the academic workforce over the coming decade.     Effect of Land Application of Poultry Waste on Pesticide Loss

    The poultry industry in Arkansas is a large, concentrated, growing industry that produces a high volume of fecal waste. Most of this waste is surface applied as pasture fertilizer. Pesticides are commonly used in the poultry industry for fly and litter beetle contro land are often a component of the surface-applied poultry waste. No information exists in the scientific literature regarding the transport of this pesticide component to nearby water supplies.Our research focused on cyromazine, a feed-through larvicide used to control flies in caged-layer hen houses. Tetrachlorvinphos and carbaryl are also used in poultry waste, but these pesticides have a relatively low solubility in water and rapid decomposition rate. Cyromazine, however, is highly soluble and stable in water. Since it may be readily washed from the pasture by heavy rainfall and may persist in surface and soil water, cyromazine appears to be potentially a much greater long-term threat to water quality than either carbaryl or tetrachlorvinphos. Therefore, the objective of this investigation was to examine the extent of cyromazine loss as a result of land application of caged layer manure. To quantify cyromazine loss from pasture plots treated with caged layer manure,research was conducted at the University of Arkansas Agricultural Experiment Station at Fayetteville. Plots of uniform slope were bordered to isolate surface runoff, fitted with runoff collectors, and established in fescue pasture. Suction lysimeters were placed at the 60 cm depth to sample soil water in the unsaturated zone. Caged layer manure was analyzed for cyromazine concentration and applied to the plots at three different rates. Rainfall was applied by simulator at two intensities. Surface runoff and lysimeter samples were measured and analyzed for cyromazine concentration. A solid phase extraction procedure was used to separate the cyromazine from the water samples and analysis was done by high performance liquid chromatography (HPLC). Results showed that a heavier manure application increased both the runoff and cyromazine concentration. Higher rainfall intensity also increased total cyromazine loss in the runoff, but provided enough runoff volume to decrease the cyromazine concentration. Soil water from the unsaturated zone was monitored for a year following the manure application, but neither cyromazine nor its metabolite, melamine, were detected

    Transportation, Terrorism and Crime: Deterrence, Disruption and Resilience

    Abstract: Terrorists likely have adopted vehicle ramming as a tactic because it can be carried out by an individual (or “lone wolf terrorist”), and because the skills required are minimal (e.g. the ability to drive a car and determine locations for creating maximum carnage). Studies of terrorist activities against transportation assets have been conducted to help law enforcement agencies prepare their communities, create mitigation measures, conduct effective surveillance and respond quickly to attacks. This study reviews current research on terrorist tactics against transportation assets, with an emphasis on vehicle ramming attacks. It evaluates some of the current attack strategies, and the possible mitigation or response tactics that may be effective in deterring attacks or saving lives in the event of an attack. It includes case studies that can be used as educational tools for understanding terrorist methodologies, as well as ordinary emergencies that might become a terrorist’s blueprint
